Observation

On arrival in front of the provider’s garage door, Licensor's MJ and HM heard echoes of children voices coming from inside the garage. Light from under the gap at the bottom of the garage door, showed movement along with children's voices coming from inside the garage as oberserved by Licensor's MJ and HM. Licensor HM, saw children walking with coats coming from the direction of the garage door just inside the downstairs area. Licensor HM saw one child with a high ponytail walk from the direction of the door with other children. Licensor MJ, saw gross motor toys and equipment inside the garage similar to the last visit. Licensor MJ saw random toys and equipment thoughout the garage floor space, not just lined up on the wall. Licensor MJ asked if the children were using the unlicensed garage to play in and the provider said no. Licensor's observed no outside toys and equipment in the backyard, no sign that children have played outside. Sandbox has no toys or sand inside. 7 children were noted in attendance and signed in for the day.
